You need to kill Matteus Erlich with a rat bomb. Otherwise, you cannot complete the task. You can pick up a rat bomb from a chest of drawers near the exit from the resistance headquarters. Marie will also remind you, so you do not need to be afraid to skip the subject along the way to the place of murder.

Then you will find Matteus as soon as you get to the southeastern part of the building. He will be in the main room, which is located right in front of a smaller room. Wait until he leaves the room, and then place a rat bomb on any of the dead rats scattered on the floor of this room.

At that moment, Erlich will talk to the soldier. As soon as the conversation ends, he will return to the room and a rat bomb will work to produce a powerful explosion. This explosion will marked the completion of the War Factory Kill Challenge test, after which you will be rewarded with a 44 submachine gun.
